On June 28, 1858 it became illegal to drive a horse, mare, or mule on any Hillsboro street at a speed greater than six miles per hour.

Lack of respect for this ordinance is pointed out in the Montgomery County Herald dated July 23, 1858.

Broken --- The "six mile" ordinance is no go, and under the circumstances may as well be repealed --- being neither respected nor enforced. Some of our "fast horse" men have taken particular pains to see what speed their ponies could make up and down Main Street, no matter how much hazard attended the efforts.
